Suitcase::Zipper doesn't seem to look at the locally available gems

I've built and installed the edge version of Chef, but when I go to deploy with Poolparty, it still downloads the "old" version from github. It doesn't appear to look at the locally available gems at all.
I believe the logic error is at zipper.rb:63 in the gem_list.each loop. Where it assigns 'f' it tries downloading first from Github, then from the url determined by Gem::DependencyInstaller#find_spec_by_name_and_version

Updated. Changed zipper so that it pulls from the local gems if it's installed.
